Creating a Competitive HBCU Ecosystem
Historically black colleges and universities (HBCUs) have made, and continue to make, extraordinary contributions to the general welfare and prosperity of our country.
The Council Exchange Board of Trade (CEBOT) Looking Forward Research & Development program office (Looking Forward Research) is focusing on strengthening HBCUs through enhanced institutional planning, development and infrastructure (including broadband) enhancements through public/private partnerships that include the use of technology. Applied research methodology allows for use cases that include revenue generating programs.

The National Telecommunications and Information Administration (NTIA) formed the Minority Broadband Initiatives (OMBI) based on a 2018 Federal Law with policies that affect greater broadband deployment in vulnerable communities. OMBI was funded $300 Million .
CEBOT was an instrumental industry partner, helping to frame external stakeholder engagement within the White House HBCU cross Agency "SMART HBCU Cluster".
As a pilot to test the organizational relevance and impact the National Minority Technology Council (NMTC) implemented and executed a plan to help forward an HBCU vision while facilitating a large state contract.
The plan resulted in the building of a 240,000 sq ft building and a $15M contract sourced by the efforts of the NMTC, NMTC started back in 1999, NMTC is the predecessor to CEBOT.
CEBOT used federal open data to build the "American Community Collaboration Platform (ACCP)". ACCP is developed as a digital community collaboration platform that brings efficiency and efficacy to entitlement reform. ACCP utilizes a technology stack and a governed ecosystem model to ensures sustained innovation and program alignment through cross-federal agency collaboration, citizen design and participation, supplier integration, application development and a systematic approach to harmonizing outcomes.
